He certainly cares about you but whether he actually wants to go out with you is another matter, the only way you will know for certain is if you pluck up the courage and ask him especially if he really does like you but won't make the first move in case you might not feel the same way back and then he ruins your friendship, communication is the key. Whats the worst that can happen, he says he doesn't like you, big deal, life is about risks and if he doesn't want you there will be someone else who will, if you know where you stand at least you can move on and put your mind at rest, good luck!
