How do i get a cancer man out on a date?

I'm a Libra girl and I've been talking/flirting with a cancer man for the past two weeks. He texts me every day when he wakes up, texts me during the day or facebooks me and video calls me every night before he goes to bed. He's always telling me i'm beautiful and that he wants to be with me and spend time with me. We agreed to meet up for a date but a few hours before he text me saying he couldnt and he would make it up to me, so i said see me at the weekend and he says he 'might' have plans. I keep suggesting days for dates but he always comes up with excuses. He's a little shy when it comes to expressing himself, like he can text me and tell me lovely things but on video calls he waits until after to text me what he was thinking. I think he is hesitant to meet me because he is nervous or shy and because i've also had a lot of boyfriends/dates and he hasnt. I just want some advice on how i can persuade him to come out with me or make him feel comfortable about it.
