Can anyone give me advise about a 1 yr old who I don't think is developing properly?

I am looking for either a doctor or someone who really knows what they are talking about to answer this question please. I am a daycare provider and I am currently watching a 1 yr old who is not walking or talking or crawling. He just recently figured out how to roll from his back to his stomach but cant figure out how to get back to his back and then just lays there on his tummy and screams. He didnt figure out how to feed himself cereal until about a month ago. He would pick it up but didnt connect that he could put it in his mouth. I would hold a piece up and he would open his mouth and scream if I didnt put it in while he was holding one in his hand the whole time. After working with him he eventually figured it out. He also just a couple months ago learned how to hold his bottle. He also uses a pacifier and it can be right in front of him and he doenst understand that he can pick it up and put it in his mouth. He will stare at it and scream until I put it in his mouth.
