Can I get into college with a 2.6 GPA.?

I am on track to take the ACT and SAT and will take them three times. I have my eagle, I have been in Crew for 3 years, Music for 4 years, pep band, and I work with special needs children. I scored in the 80% in english and 50% in math on the PSAT. I still think I can get the GPA up. It has gone up every year. I just had a hard time starting a prep school. Do I stand a change?
