Car issues please help?

I have a '99 plymouth breeze and my radio, power locks, and interior light doesn't work. When I start it, it makes this sound like the radio is trying to work and when I turn it off the gauges take a bit of time to shut all the way off. This happened before and I changed the fuse and it was fine after that but now it all of a sudden stopped working and the fuses look fine. What should I do? I can't drive without music and I want it fixed but not pay a lot of money.
