In the Dark Knight, who is the 'dark knight'?

Most people think that it was Batman, but in the final Joker scene when he is hanging upside down talking to the batman, he starts describing Harvey, like he is the dark knight. Then, later they are describing Batman as the dark knight. Which one is the dark knight?
